Chronology of Events

December 1998

Prime Minister Goh Chok Tong agrees with Malaysian Prime Minister Mahathir Mohamad's proposal to resolve the outstanding bilateral issues, including the long-term supply of water to Singapore, as a package.

March - May 1999

Three rounds of talks on the package of issues are held at the officials' level. However, not much progress is made.

August 15, 2000

At a meeting in Putrajaya, Senior Minister Lee Kuan Yew and Dr Mahathir agree on a list of items, including the price of 45 sen per 1,000 gallons for current and future water. This is the first time that current water is discussed as part of the package. Singapore also agrees to discuss Malaysia's proposal to build a new bridge to replace the Causeway as part of the package..

Aug 24, 2000

Mr Lee writes to then-Malaysian Finance Minister, Tun Daim Zainuddin, to confirm the list of items which he and Dr Mahathir agreed to.

Feb 21, 2001

Dr Mahathir replies to Mr Lee that "Johor believes that a fair price would be 60 sen per mgd of raw water'' and that this "should be reviewed every five years''.

April 23, 2001

Mr Lee notes in his reply to Dr Mahathir that there are two main variations from their oral understanding reached on Aug 15, 2000. These are the proposal to raise the price of raw water to 60 sen and the amount of raw and treated water to be supplied.

Sept 4, 2001

Mr Lee meets Dr Mahathir for a second time in Putrajaya. After the meeting, the two leaders hold a joint press conference to announce that they have agreed on a basic skeleton of an agreement on the package of issues. Mr Lee explains that Singapore has offered to pay 45 sen for current raw water in return for an assurance that Malaysia will supply raw water to Singapore beyond 2061 at 60 sen per thousand gallons.

Mr Lee writes to Dr Mahathir to discuss Malaysia's proposal to build a bridge to replace the Causeway.

Sept 12, 2001

Mr Lee writes again to Dr Mahathir to convey Singapore's counter-proposals on some of the issues and to confirm other issues, which were agreed upon earlier. Singapore proposes to revise the price of current water from 3 sen to 45 sen per thousand gallons, with no further price reviews. For additional raw water to be supplied from 2011-2061 and 2061-2161, Singapore agrees to Dr Mahathir's proposed price of 60 sen per thousand gallons, to be reviewed every five years for inflation from 2011.

Oct 18, 2001

Dr Mahathir conveys to Mr Lee a new proposal to review the price of treated and raw water based on a common formula for example, compound rate as the basis. Dr Mahathir also raises the issue of compensation for additional railway land should the KTM rail service end in Johor Baru.

Dec 10 , 2001

Mr Lee replies to clarify Singapore's proposal on the issues, including the price of water, and seeks clarification on the additional railway lands referred to by Dr Mahathir. Mr Lee says he hopes that Dr Mahathir will consider the long-term significance and value of retaining the railway link between Malaysia and Singapore. He asks Dr Mahathir to set out Malaysia's position on the package issues so as to establish a clear framework for the officials to work on.

Feb 5 , 2002

Singapore sends a third-party note to register its "deep concern'' over Malaysian statements on the water agreements, which have grave implications. Singapore reminds Malaysia that the 1961 and 1962 Water Agreements are binding legal arrangements duly confirmed and guaranteed by both governments in the Separation Agreement.

March 4 , 2002

Dr Mahathir sends a letter containing a completely new set of proposals to Mr Lee. Malaysia wants to increase the price of current raw water to 60 sen immediately. From 2007 to 2011, it wants to raise the price to RM3, and after that, it wants the price revised annually for inflation. Malaysia also suggests that the price of treated water that Singapore sells to Johor be revised from the current 50 sen to RM1, with no price reviews. As for the supply of water after 2061, Malaysia suggests that the negotiations start in 2058.

March 11 , 2002

Mr Lee notes that Malaysia's latest proposals are completely different from what both leaders discussed at their meetings and in subsequent correspondences. Singapore therefore has to study the implications of the new offers before responding.

March 14 , 2002

Malaysia replies to Singapore's third-party note of Feb 5, 2002 and reiterates its commitment to resolve the water issue in the context of an agreement on the overall package of issues. Malaysia points out that at no time was there a suggestion that the Malaysian government would depart from such a commitment.

April 11, 2002

Mr Goh conveys Singapore's response to Dr Mahathir's letter dated March 4, 2002. For the sake of good long-term relations, Singapore will produce as much Newater as it can to supplement the water supplied under the existing water agreements. As Malaysia did not accept Singapore's earlier offer of 45 sen for current water and 60 sen for future water, Singapore suggests that the price of future water be pegged to an agreed percentage of the cost of an alternative source of water, which is Newater. Dr Mahathir's letter of March 4, 2002 and Mr Goh's reply of April 11, 2002 will form the basis for further discussions between the respective foreign ministers and officials on the package of issues.

July 1-2, 2002

The First Ministerial Meeting on the package of issues is held in Putrajaya. Malaysia suddenly revises its package proposal. It agrees that the price review of current water should be in accordance with the provisions of Clause 17 and Clause 14 of the 1961 and 1962 Water Agreements respectively. Malaysia proposes that the pricing formula for future water should be based on "competitive rates'' and Malaysia may consider "benchmarking against, among others, the China-Hongkong model and other relevant models''. Singapore says that it is willing to discuss the price review, provided it is part of the package, although the review should have been undertaken in 1986/87. Singapore explains why the China-Hongkong price model is not relevant as Singapore has borne all the infrastructural and maintenance costs..

Sept 2-3, 2002

At the Second Ministerial Meeting held in Singapore, Malaysia reaffirms that the price revision of current water "shall be in accordance with the provisions of the 1961 and 1962 Water Agreements''. However, Malaysia proposes a formula pegged to the average cost of Newater and desalination. This results in a price of RM6.25 per thousand gallons for current raw water. Malaysia also suggests that talks on future water take place only in 2059. Singapore asks Malaysia to explain the rationale for its pricing formula, based on the provisions of the water agreements. Singapore also stresses that discussions on future water must be undertaken now and not in 2059 as the issue of future water had always been part of the package under negotiations. Malaysia agrees to host the next Ministerial Meeting.

Oct 8, 2002

Dr Mahathir tells Mr Goh at a meeting in Putrajaya that Malaysia wants to "decouple the water issue'' from the other items in the package. Mr Goh replies that if the water issue is taken out of the package, then Singapore will have less leeway to make concessions on other issues.

Oct 10 , 2002

Mr Goh receives a letter from Dr Mahathir dated Oct 7, 2002 stating that Malaysia has decided to "discontinue the package approach and give the highest priority to first resolving the water issue, particularly the price review of raw water''. This letter was not mentioned when he met Mr Goh on Oct 8.

Oct 14, 2002

Mr Goh reminds Dr Mahathir that they had agreed on the package approach in December 1998 and that was why Singapore had been prepared to make concessions. But now that Malaysia wants to deal with the water issue separately, the trade-offs on the other issues are no longer possible. Henceforth, Singapore will have to deal with water and the other issues on their stand-alone merits.

Oct 16-17, 2002

Senior officials meet in Johor Baru to discuss water. However, Malaysia only wants to talk about a review of the price of current raw water. It says the future supply of water to Singapore can be discussed only in 2059. Singapore informs Malaysia that it has lost its right to such a price review but it is prepared to discuss the review as part of an overall agreement that includes the future supply of water. Singapore asks Malaysia to explain the basis of its proposal to review the price of current water from three sen to RM6.25. The water agreements provide for the price of raw water to be reviewed based on changes in the purchasing power of money. Singapore notes that this is equivalent to a price of not more than 12 sen for raw water in 2002. However, Malaysia cannot provide a satisfactory explanation of its pricing formula
